Clay County Prosecutors accuse the man of violation of Blair’s law

Kansas City, Mo. – A man from Kansas City, Missouri, is accused of a violation of Blair’s law and a criminal in possession of a firearm after he allegedly fired multiple shots in the air on Thursday afternoon outside of his department.

The prosecutors accused Garrett M. Richardson, 41, on Friday at Clay County Court.

Police officers were sent at 2:45 pm to an apartment complex at 115 NW Harlem Road in Kansas City, the Missouri Harlem neighborhood.

People who call 911 said they had fired about 15 to 20 shots outside an apartment on the second floor, according to a judicial document.

The officers found Richardson standing on a walkway on the second floor with a gun in their right hand. He entered and outside his department several times before walking outside the official’s line of vision.

The officers heard multiple shots from where Richardson walked and returned to his department.

Richardson rejected police orders from leaving the apartment. The officers discovered that Richardson was a convicted criminal and was prohibited from having firearms, according to the judicial document.

A confrontation began and tactical officers were sent to the apartment complex.

The officers captured Richardson when he left their apartment and began beating at the door of another department.

“I praise the officers who responded that they protected our community responding quickly to the scene, ensuring the defendant and carrying out a professional investigation,” said Clay County Prosecutor Zachary Thompson, in a press release on Friday.

The researchers registered Richardson’s apartment after their arrest and found a higher 9 mm point pistol, along with live and spent ammunition.

Dozens of caps outside the apartment were found that coincided with the caliber of the ammunition found in Richardson’s apartment.

The violation of the law of a blair occurs when a person commits the crime of illegal discharge of a firearm or if that person recks a firearm inside or towards the limits of any municipality in Missouri.
